Can someone tell me if this means the email address I tried to send something to isnt available or if it has just blocked my email address or something?

Hi. This is the qmail-send program at yahoo.com.
I'm afraid I wasn't able to deliver your message to the following
addresses.
This is a permanent error; I've given up. Sorry it didn't work out.

:
65.54.244.200 does not like recipient.

Giving up on 65.54.244.200.

You may have tried to send mail to an address that is no longer valid or simply mispelled by one character. The ISP service may have been interupted or your mail may been seen as "SPAM" by a filter. If you have an alternative for contacting the person or persons you are trying to reach that would be the best option here at least to be added to the exceptions list.

Ok, thanks. that "I've given up. Sorry it didn't work out" sentence almost sounded like an automated response from the recipient, and an odd thing for a general returned email to say. That is why I was wondering.

You apparently received the auto response that does sound quite a bit lame at times if you are unfamiliar with it! :P Sometimes even a valid address may not accept mail due to a glitch or down time on the mail server. The one thing left to try is verifying the actual address along with seeing if it is an active account. It doesn't take much to be off by a letter or number in the actual address to see mail returned or failed to send errors.
