Ridiculous cpu underclock

Need a little help.
Trying to use my laptop which is an Alienware 17 with an i7-4910mq cup. It's running quite slow. I went into performance monitor and noticed the CPU is only running at 0.78GHZ. I have tried to stop windows 10 underclocking and even tried overclocking in the bios but nothing I do seems to make a difference. Can anyone help please?

Using core temp now. Cpu frequency is at 798.16 MHz for some reason. But core temperatures now are idle at 76 to 80 Celsius. I don't know why

I have cleaned the dust out, not that there was alot in there it was pretty clean.
I have enabled a slight overclock and changed the power settings in Windows to try stop it underclocking to save power
