Rogue pixels. Help!

At various locations on my screen (CRT monitor) I have undesirable other-colored pixels that are annoying. It can range from a few to a large rectangular pattren. My system is old (2001), but it performs well aside from
this issue. Is my video card dying or might it be a problem with my monitor?
 
I've never heard of dead pixels on a CRT before. That wouldn't even make sense because there is only one electron beam being shot for the entire screen. If you can, try a different video card or monitor. If you have overclocked your anything, put it back to stock or less.
