Router stability issues

Alright so I have a stability issue that is reoccurring with every router I get. It started about 6 months to a year ago. We had a wireless router and out of no where I was severely lagging in my game to the point where I was clipping through objects. It was unplayable. So I ran a ping test from the command prompt pinging google.com. The original results were all over the place ~30-900ms with no packet loss. We purchased a similar router but a newer version and it was fine for about a week then the problems happened again. A short while after that we purchased another router, different brand, more of a high end router than the previous ones. This one was good for about a month or so and now I'm having the same issues.

I am hard wired but the problem occurs both wired and wireless. A night or two ago I actually hit a ms response of over 2000. I took a quick video of pinging google.com with the results but if no one wants to watch the video I will describe the issue further.

Video - https://www.youtube.com/watch?v=E7jMv_YG9P0

The ping is fairly stable if I sit at my desktop with nothing open. However if I navigate to youtube and stream a video i go from a solid 33ms to 33-170ms. And this increases with more things I open that use internet (skype, raidcall, steam, a game, etc). Now I know an increase is expected but I don't think that much of one is supposed to happen. This happens with the router and without the router (directly connected to the modem).

The other concern I have is. If the router is the source of the issue why does it keep occurring? The router(s) work fine at first then this problem occurs so I believe something is damaging the routers. Any help?

Similar problems been happening to me, no matter how good of a router ive got.

Does this happen at a specific point in the day?
What ISP do you have?

My issue was that all my neighbors were streaming netfilx at the same time, and I would get massive ping spikes.

Also, are you using a wired connection or wireless when you're seeing this behavior?

To answer everyone's questions.

Okedokey - We did call the ISP and I guess we just got someone stupid. But to clarify for them to do a line check do they need to send a technician? They were pinging my modem/router and they said everything was fine. And what is ADSL filters? I've never heard of them so I wouldn't know how to reset them.

johnb35 - I have no reset the modem, mainly because I never messed with it (I've only ever messed with the router. But I will try resetting both and get back to you.

ninjabubbles3 - It does not happen at a specific point of the day. What I did in the video I recorded (the ping test from cmd) I can replicated that whenever I wish. 1am, 1pm, 5am, 5pm, whenever. And my ISP is blue ridge cable.

beers - When I did this it was wired but I can replicate the same results on wireless and on other computers both wired and wireless.

Thank you all so far. I will call and ask about them doing a line test. A friend of mine said to have them do a frequency test I'm assuming that is the same thing as a line test? Which we did not ask them to do. However I will contact them if after resetting both the modem and router does not fix the issue.

Since you have cable service you won't have DSL filters. Has your ISP replaced the modem or is it one of those all in one deals (router/modem/switch, sometimes called a home gateway)?

They should be able to pull line stats from their office, assuming the line is high enough quality that they can talk to the modem (sounds like this is the case).

We've had the service for 3 or so years. The modem has never been replaced. And it is not a all in one deal. The router we purchased from other companies (newegg, walmart, etc). And the only thing they did from their office was ping the router and had me run a speed test from speedtest.net (which doesn't show the issue I'm having, ever).
