Run-Time Component Missing or Invalid ERRORS

Hey everyone. I downloaded a weather radar software a couple months ago, a new version. When I try to open it, I get the following error
"Component 'TABCTL32.OCX' or one of its dependencies not correctly registered: a file is missing or invalid"
I've tried downloading online and registering this file, but i continue to get this error. It seems to be a problem specific to myself, or very few other users.

I downloaded another program a few days ago, and when i try to open it i get...
"Component 'THREED32.OCX' or one of its dependencies not correctly registered: a file is missing or invalid"
I tried the same thing, download and register, but still.. no luck. What's going on? How can this be fixed?...
I am running Windows Vista Home Premium (machine in sig) just over 2 months old.
 
Yes, Yes, and the older version of the first one defeats the purpose of DL the update. For the second software there is no older version to download. I don't think that's the problem though.
