Hello i am getting a Ryzen 7 1700 with mobo b450 and ram 8 gb. Also i already have an rx460 4gb and a screen Samsung 1366x768 28 inch. So I know that my screen will bottleneck the graphics as it reaches only 720p. But will it also bottleneck the performance of my new pc in gaming and especially in Fortnite? I need it to be very smooth at gameplay.

The screen isn't really a "bottleneck" as it should be displaying 60hz refresh rate, which will be equivalent to 60fps rendering, so long as v-sync is enabled. The low resolution will just make your visual graphics look awfully pixelated due to it being 28" in size all while being only 768p.

If you want "smooth" gameplay, you should consider looking into monitors with advertised refresh rates of 144hz and freesync enabled. You may eventually want to upgrade you RX460 should you consider this monitor upgrade as I suspect that it will have difficulty pushing fortnite to run at 144fps at a decent graphics setting.

I agree. But right now i dont have the money to get a 144hz monitor. So would there be a big difference if i bought a 70hz 24'' monitor? I am afraid that the gameplay on the samsung wont be smooth due to 28''. As i said i dont care so much about graphics but for smoothness.

Inches of screen really has nothing to do with performance. Your games will look lame at 720p but it should be smooth on most titles.

Your pc is pretty much my wife's pc (ryzen 1700, 32g ddr4, rx560). Some games are a little chuggy at high settings due to the 560 at 1080p but it runs fine turning down some details. Fortnite is fine, it can even run on a potato like the Nintendo switch which is a tablet.
