Safe Mode Not Loading - Black Screen Cursor

I have my brothers computer to fix and I have stumbled across a rather odd problem.

I tried booting up in safe mood but its just staying on a black screen with the cursor. Tried opening task manager and running explorer as a new task, but it comes up;

Windows cannot find explorer.exe. Make sure you typed the name correctly and try again. To search for a file, click the start button and click search.


Any ideas whats going on and how to fix it?
 
If you have the install cd, try doing a repair install. What operating system is he running? Have you tried booting to safe mode and selecting most recent configuration that worked?
 
Thanks for the reply, its the XP OS.

I booted up to safe mode and clicked on Administator at the login, screen goes black with the safe mode in the corners with the white cursor, and it stays like that - nothing else happens.

It does the same with windows when I login.

Any ideas? How do I do a repair?
I done the chkdsk & chkdsk /r & fixboot & sfc /scannow

But nothing :s
