Safe mode trouble

Basically i don't want anyone to be able to access my comp. At the moment i have all guest acounts turned off so there is no option for login except for those that know the password.
But the problem is that pople have discovered how to. They start the pc in safe mode and then create and account from there. They can then log in on this account and access all of my pc files.

Is there any way to stop this- there must be.

Eg. password required on safe mode bootup.

Logging into Safe Mode isn't all that different from logging in normal mode. They will still need the password to an administrator account to get in. Most likely no password has been set on the default Administrator account created when Windows was installed. Log onto it and create a password.
