Safe to OC...

Would it be considered safe (as in, not frying a processor) to OC with a retail HSF that came with a Athlon 64 3000 (754)?

Quick answer:
No

It's not safe to OC a processor, if it was either; It would be done already, or there would be a leaflet with the processor telling you how to do it.

You have to decide. Some things are worth the risk though.

saying its not safe is wrong. when i bought my last 2 hsf's, they both told me they were ideal for overclocking. had it not been safe, im sure they wouldof advised against the idea

ok, its not 'good' for the processor, id only overclock if your processor is too old to run the newest games. i just built my computer and i dont plan on overclocking it for mabey a year or so, when its starts getting outdated

why overclock
- err because you want to get something more powerful than you can afford.

funny i never thought of overclocking being akin to sexual relations with a member of your own sex,

or did you mean gay is a classical sence, in that case i totally agree with you.

But to get back on point, it should safe to oc a little with the stock HSF, just keep an eye on your temps and dont let them get too high. If you want to get a serious overclock you'll need something with a bit more cooling power.
