Samsung Galaxy S Vibrant blocked

Hello, i would like to know if someone can help with an issue I have, my dad has a Samsung Galaxy S Vibrant (SGHT959), the other day I tried to unlock it but failed to many times and the phone blocked.

My dad already tried putting his mail and password to receive the mail with the unlocking steps but nothing. He even factory reset it (hard reset) and nothing, it still asks for a mail and a password to unlock.

Is there any other way to unlock it? Or maybe plug it to a PC and reinstal the OS?

Please help.
 
if all else fails, take it to a carrier store that offers service to unlock it for him, as long as it is registered with his account they should be able to help him.
 
Like Fury said the carrier may have a way of unlocking the phone. I would also call Samsung to see if there is anything they can provide you before shelling out some money at the store.
