You will need two things there. The board's software cd or a download of sata drivers for that make(Dell) and model system will be necessary for creating a driver disk namely for the other item needed namely a floppy drive. For the XP installer to even detect a sata drive you have to see those loaded when first booting up with the installation disk. That's where Vista now has the improved hardware detection as Microsoft tries to catch upto Linux on this.

The slelf extracting driver set there if for updating earlier OS versions of those found in the device manager when right clicking the drive listing. This would be an update applied following the completed installation of Windows not the one needed for creating the driver disk. With Windows preinstalled on Dells the drivers needed are most likely to be found hidden on the recovery partition. You need to know the make and model board to go to the manufacturer's support for installation drivers. Those are the ones loaded by the XP installer.
To create a driver disk from that update you first have to unpack the files using the self extracting method described there. That will create a new folder on the drive where you would browse to that and copy the driver files onto a blank floppy. First you would want to perform a full not quick format on the blank disk before copying the drvers found onto it. Hopefully since you don't have the advantage of a utility to create a disk that will still work when pressing the F6 button when the installer prompts you to load SATA/RAID drivers by browsing to the disk.
