What dsl package do you have? 1.5mb or prospeed 3.0mb? Even with the 1.5 you should be seeing speeds in the range of 120k thats 1.2mb! Things that come into play with dsl is line distance from the CO or RT! Are you in the city or are you out in the country where dsl just became available? If you are right in the city then chances are you are close to the CO or RT in that case the other possable cause to a slow dsl speed is configuration! The 2 settings that will effect your speed are WRIN and MTU settings I will post a link below for a program that will help you configure your computer to what they should be!
http://www.speedguide.net/downloads.php (Download tcp optimizer)
Open up program and under genral settings tab select custom settings at the bottom!
Now your tcp recieve window should be 256960 if not change it!
MTU should be 1492 it might be a blank window if so type it in!
Check (modify all network adapters)
MTU discovery should say (yes)
Black hole detect should say (no)
Selective ack's should say (yes)
And windows scaling should have a check mark in it!
Then click on apply changes and exit then reboot!
Then check your speed here and post back!

PS: Also make sure all your network adaptors have the latest drivers!
