Scandisk and defrag problem

I used to carry out Scandisk and Defragment my PC about once every 3 months (Yeah, I know thats not often enough but I was too busy or just forgot). Anyway, for some reason I now can't do either.

I close all running programmes except Explorer by hitting Control, Alt & Delete, then End Task for each and also pause Task Scheduler on the bottom task bar. My PC runs on Windows 98SE.

When I run Scandisk, I get the following message after a while - 'Scandisk has restarted 10 times because Windows or another program has been writing to this drive. Quitting some running programmes may enable Scandisk to finish sooner.....'. As I said above I think everything is closed.

When I Defrag, the % counter does not proceed past 0% even after 1 hour. The 'detail' screen is completely white/blank. Again, all running programs have been closed.

Could the problem have happened since I installed Norton Firewall & Virus Protection about 9 months ago? or could it be a hacking problem from before that?

How can I overcome the problem?

Things like Spy ware scans, Virus scans, Auto defrag. Anything that can schedule a scan of your hard drive can and will kick you out of defrag or scan disk. It sounds like your using an older windows. Windows Xp fixed this problem. I suggest you upgrade to windows XP.
 
i had this problem, all i had to do to run those programs was unplug the ethernet cord, if you have cable internet or unplug your telephone plug, if you have dial-up
