Screen Tearing even with Vsync on

So I have the Asus VE248H Black 24" 2ms Full HD Monitor which I bought for gaming. The thing is that I notice a lot of screen tearing while I'm in game, I have a GTX 680 (My specs are below) so I'm not sure if its a GPU issue or Monitor issue. I have being considering to RMA but before I did I wanted to see if anyone knows of any solutions? There are many known issues with this monitor, like ghosting but I fixed that with my HDMI cable. :)
 
Curious if that's happening to all games or only on select games/applications?

It happens more on some games than others, like BF3 it happens but not as much as in "I'm Alive" which is constant with every move. This is my first time owning nvidia so I'm not sure what to change in the control panel. However my friend suggested that I change the Vsync options, I tried on and off and still got same results.

Well I tried that and most of the MAJOR tearing stopped but now its like little lag stutter/tearing is still present in parts of the screen, specially with fast movement. I'm thinking that this monitor sucks Asus VE248H and might have to RMA.
 
Just double check all your settings in the control panel and set them manually or set them as application controlled (in the nVidia control panel). I know it's quite confusing but once you get them right it'll be perfect.
