Yes, but in the computer world, 1GB in reality stands for 1,024Megabytes, and 1,024Kilobytes stands for 1 Megabyte.

If it's just Microsoft, then how come when you buy a 1Gigabyte stick of memory, the BIOS also reads it as 1,024 Megabytes?

the problem is, that some manufacturers consider 1000MB = 1GIG, plus the parition of your filesystem takes up a certain amount of space and so does the boot sector, so you never get the full amount.

Logically 1024 Megabytes = 1 Gigabyte
