Second monitor black line flicker

Ok, so I just got an old Acer monitor and plugged it into my computer as a second monitor. I have it set up properly as far as i can tell and yet I am experiencing very annoying horizontal black lines flickering intermittently across the screen. Anyone know what to do?

Points:
GPU- RAdeon 5830
Drivers- up to date
Primary monitor is still fine.
Moving the wires appears to do nothing.

Plug the monitor into another computer to verify its not a bad monitor, its its ok then it could be the connector you are plugging it into on the other one. Or just bad video port.

Done that, no problems

Are you using any type of adapter/converter?

I am having to use a VGA to DVI adapter. Also, I just disabled AMD Overdrive and the flickering has stopped so that problem is solved. However, is there anyway to use overdrive and avoid the flicker?
