I have a web cam set up so I can view it at http://192.168.1.3:81 and I can vie ok from my hame computer and my wireless laptop but I try this from someone elses computer and I get an error. Can someone tell me what is wrong?

If you're talking about viewing this from someone elses computer at another location you'll need to configure your router / modem to forward port 81 to the web cam's IP address of 192.168.1.3 so you can access it externally. I would also keep in mind that you'll need to know your external IP address to access it remotely. In addition you're running a standard HTTP protocol which has no encryption meaning that when you login (as I hope you have to in order to access the web cam) the username and password you enter is transmitted in clear text over the internet. If there is no login, if you make the camera access able from the outside world it will be accessible to anyone.
