Have you tried opening the links to see if they can be accessed? It does seem odd the three on/off settings links are not seen right above the others. Since there are no view settings there you have a system file damaged or missing. Try the "sfc /scannow" command at the Run prompt. You will need the installation disk in your cd drive for verification and copy of files needed for repair and/or replacement.
 
on the same note, look what helpful message i get when i press windows firewall in the security center or the control panel:

When I do services.msc what do I select? If it is security center, it isn't there.

That's where the system file checker utility provided in Windows may be help. When was the last time you saw it appear normally? If it wasn't too long ago(in the last week or so) you could try using the system restore to see if that corrects this. If both of these methods fail you may have to perform a repair install of Windows to see this repaired.
 
I'm not too sure on this, but my hunch is that it is malware that is causing your problem. I would do a scan of your computer to see if you're infected.
 
Was this a recent build? Once in awhile you get a bad or incomplete installation with any software including Windows.

Ok that last time I saw it normal was when I downloaded SP2 which was a long time ago.
 
What happens when you do a scan with spybot now? Does anything come up? It is possible that the spyware damaged some critical files.
 
Sometimes I suspect that sharewares are geared with a little extra to say: "See! You had this on your drive! Such+such just removed for you!"??? OH? It's often a gimmick to get you to buy! The sharewares are "noted" for that crapola! Oh you have some 30 blah blah blah Buy now to have them removed. :mad: !!! is quite often the case when that is seen.
