Security settings message

Hi,

I keep getting this message saying....

Your Current Security Settings Do Not Allow This File To Be Downloaded

I dont use my windows xp firewall i use my mcAfee firewall but i have disabled it and i still keep on getting this messages when i try and download certain things.

Any suggestions what might be wrong?
