Serious and Confusing Problem please help

My first guess would be power supply followed by motherboard. Given the nature of the problem, you're not going to get an easy definitive answer, the only thing you can do is switch out parts one at a time.

I don't think the HDD would be the culprit though, you said it was happening even when you were booting from CD.

Yes it was happening at that time also but since the cd was writing files to the HDD it can be the HDD also.

I recently got my motherboard and they checked it out and it was working fine.
Can I check the bios voltage of the CPU whether it is 3.3 or not.
If its below 3.3 then is something wrong with the motherboard or the PSU?

No, you only way you are going to be getting accurate results is with a multimeter or similar because it is giving a direct reading at the source. The sensors on the mobo and the software used to measure the voltages aren't all that good at all.

I should point out, that does not mean it is incorrect, it is possible that the trend it is showing of having a low 3.3V rail is true, but because the readings aren't trustworthy, you can't say for sure based on any software reading
 
sounds like either it's over heating or the power box could be going out, this happened to my friend once, his power box went out but i think it also fired the hard drive(i think i'm not sure on that one but be careful). take the power box to your local computer repair place and have them test it. check the wats, maybe bad wires too.
 
Ok guys my computer is finally working.
Turns out it was the PSU.The 3.3V output was 2.8V.
So for now I am using my friends PSU which is a 500W Cooler Master.
Will get mine in a few days.

I'd go with the new corsair, unless you can actually use and test the used one, used hardware is never the best idea unless you know where it's coming from, like my psu came from scout so I knew it was gonna be good (and i was right) but if bought over the internet, or from someone you dont know, you may end up with junk with no warranty.

Yeah I get that but still I am low on cash.And I will work up a deal with the dealer I think.
