Serious computer problem

So my friend just finished building his computer today. we tried turning it on, but the front led lights were just flashing. On the motherboard, there are 4 phase lights labeled as DD4,DD5,DD6,DD7. They would continuously blink and flash. Cpu fan was not working, but the back, psu fan was working.

Just re check all the cables are correctly fitted and that your PSU has enough power to power all your components. Check that the CPU fan is connected to the right place on the mobo too.

Check and make sure everything is plugged in properly.
Check the ram make sure it's in the right slots, try each stick of ram to make sure one or more aren't bad.
