1. First off try a system restore to a date before this error happened.
Failing this try these steps to scan for spyware.

1. Disable System Restore. To do this goto Control Panel -> System (or system information) -> click on the system restore tab -> check the box saying "Disable System Restore.

2. Restart the computer in safe mode.

3. Run these free online virus and anti-spyware scans
http://housecall.trendmicro.com/
http://www.pandasoftware.com/activescan/

4. Now download these programs.

Make sure you update all the definitions and then run full scans on each program.

5. If you find any spyware please take down the names of them (Explain why later)

6. Restart your system again in safe mode and run the scans again and see if any of the spyware listed wasn't removed.

7. Try opening explorer.exe again if it still fails please let us know and list the names of any spyware/viruses that weren't removed

Thanks :D and I hope this helps!!!

There are at least 3 viruses out that will possibly cause this. Can you go to www.symantec.com ? if not then it's a virus, (which has blocked access to certain anti-virus websites). Running the 2 scans (panda & trendmicro) Hellbreather suggested should take care of it, if thats the case...

Thank you guys

This information really helped out now I'm able to use my explorer. I should have thought to scan for spyware, but it didn't cross my mind

Well I'm glad that hoped, so the spyware was the problem. You might of had the bloodhound.exploit which uses an exploit in explorer.exe and creates a message similiar to the one you explained at the beginning

Glad to be of service :D
