serious network card problem - tried everything

My desktop i built myself a couple years will no longer detect any networks. I have literally tried EVERYTHING to fix it and i have completely run out of ideas.
I have 5 computers on my wireless network and just purchased a brand new N router so i know its not a router problem. I reformatted my desktop because it was having problems with connecting/disconnecting from network with my old dlink G card. Yesterday i purchased a dlink xtreme N card because i thought the old card was the problem, installed it in pci slot its recognized by computer, installed drivers and it wont pick up any networks at all. (this is on a fresh format). ive tried using a different PCI slot and still the exact same thing, my old wireless card will detect networks but isnt working properly. I have reset bios to default. I have literally run out of ideas of what could be wrong anybody have any ideas?
 
So lets start with a few things
What os are you using
what is the model of the router
what is the model of the nic
what is the model of the old nic
you said it is recognized by the computer but does device manager show any issues with it?
 
windows 7 is the OS
router is a dlink (not sure model its brand new dual band)
network card is a dlink dwa552
old nic is dlink dwa2320
and no problems in device manager
the internet will sometimes connect with old NIC (will get the yellow triangle saying no internet access) and sometimes itll work for a couple minutes but it is extremely slow (with like 3/4 bars so reception is fine)

just to add, i have put old network card back in and i have got a connection. It will jump between working extremely slow (5-6 minutes to load homepage), and connected to network with no internet access. There is literally nothing installed on computer but mobo drivers and NIC drivers since i just formatted. i only have password protected (wpa2-personal) router no mac filtering or anything so im not sure why this is happening.
 
And that is with the old nic not the new one right? You arent getting assigned an IP at all with the new one?

Have you tried this...
Physically remove the nics.
Completely uninstall all the drivers for the nics, delete the folders etc.
Put the new one back in and then reinstall the drivers. Maybe there is a driver conflict with the old drivers since they are close models.
