Server

Well that depends on how much your willing to spend. If you have 300 or 400 USD to spend Microsoft has good server software. If you want to go the free route than I would try Unix or Linux, I would recommend Centos.

Well, depends on how large your server is going to be. If its just a a non-professional server, then you can give linux a shot. Linux is still good for full scale businesses, but is a little less user friendly for the average person. Microsoft has server editions that you can try out. You can also use XP for a small business.
 
XP and 2000 pro are considered clients not servers. It would require extra software in order to turn them into servers.
 
I use Windows 2000 Advanced Server on two of my servers and I really like it. I tried Linux on my file server but I had all kinds of issues trying to get XP Pro to log on and I gave up because I didn't have the patience or the time to screw around with it.
 
Pro version has connection limits ... so if you use it as a server you may not be able to have more then 10 clients connected at a time.

2003 web edition is really cheap. around 200$ i think
2003 SBS is decent for a really small office but has many limitations

2003 STD server is what you need for most everyhting. Dont buy adv server unless you have a 8 cpu server or you need more then 4gb ram
