settings in w-10 not working

I click on settings on start and it goes to the taskbar and shows the little picture
of settings and is dead. I tried a few of the obvious things but nogo.

When was the last time it worked? Try doing a system restore back to a day it was working..

Download and install Classicshell to give you a better start menu.

Right click on the start button gets you most if not all administrative tools you'd need, including Control Panel.

Thar classic shell don't work unless your IE is working.
The taskbar navigation is the same problem as settings. It won't open. So I
need the settings page to get things done.
