We are setting up a small homenet in our building with a shared VDSL connection, with about 15 users. Is it possible to share this connection so everybody gets an equal part? Is there a router that can solve this problem?

You wont find a 15 port router, so you will need to get 24 port switch or something similar, you could either just buy a standard switch and see how people get on with it, unless somebody is downloading or uploading a huge file then everybody will get roughly equal speeds, failing that you will need a managed switch that supports traffic shaping of some kind.

How is that going to solve his problem of giving people equal speed?

Plus 15 wireless clients to a single access point is going to be quite slow, he would need at least 2 to maintain decent speeds across the network.
