Shell32.dll

Every time I click on Properties for My Computer, I get an error that says "Error loading C:\Windows\System32\Shell32.dll Access is denied". What is going on here?
 
I get the error any time I try to run a program that uses the Shell32.dll file.
Most of the tools in the Control Panel don't work because of that error.
 
First tip on my head is to repair windows.
I was going to suggest a registry tool but since you say it's more that than that its a windows problem.
Try repair
 
As shell32.dll is associated with all your icons it looks like it's corrupted, try "Start" / "Run" and type in sfc /scannow to look and replace any corrupt system files. It will ask for your OS disc for comparison of files.

Note the space after sfc.

You could try to re-register the dll first, in the "run" box type "regsvr32 Shell32.dll" without the inverted commas.

put in your cd and let it boot.
After you get the first blue screen, continue to follow the prompt.
DO NOT USE REPAIR USING RECOVERY CONSOLE

Just follow through as if you're doing a normal format
