Really? I have my Vista Home Premium DVD OEM sat in front of me and it clearly states on the DVD "This disc contains 64-bit software only" Anyone can buy OEM you do not need to be a system builder, the licensing was changed. OEM will save you a good deal of money. I bought my Vista Home Premium 64bit for £70 which is about $137
