SICK and tired of old slow com. Getting new computer

So my computer is about 7-8 years old, and i've finally had it, with not being able to play all the new great games my freinds play.
Getting it custom build is apperantly the only correct thing to do according to all my geek freinds so i need some advise on hardware. Please help me specify what would suit my requirements best :)
1. I'm a hardcore gamer, main priority is that the computer must be able to handle all the newest games fluently on medium settings at least. (i know it comes down to the game as well but you know what i mean)
2. It has to be powerful enough to handle any future, more requiring games.
3. It needs to be fast! I am sick of waiting on my old com for internet windows to pop up and games loading.
4. This might be a noobish question, but does the computer have ANYTHING to do with latency in games? Cause i have that now, but ill be swapping to better internet if a new com wont fix that
5. and this one is probly the hardest. i only have 1800$... 2000 at max.
Can it be done?
Please give me your best hardware setup for the price, and ill be ever thankful :) Consider it a challenge lol :D
 
What do you want the budget to buy? Just the tower and os?
What country are you in?(so we'll know where you can buy from)
Are you going to be building it soon?

He means, what are you buying with your budget? just the tower itself or peripherals, monitors, blah blah. Either way, you can build a very nice rig with that kind of money, especially if you only need the tower
 
the budget is just the 1800 dollars. I only need the tower yeah, got everything else monitor, keyboard etc.
Im in denmark, planning to build very soon, although im not gonna be building it myself, i don't know anything about it. For the same reason, i don't know what is supposed to go into a computer, i'd hoped someone could give me the names of everything that should be inside it for maximum performance, like names of best graphics card, what kinda ram, processors and all that jazz.

I dont understand what you mean by "What do you want the budget to buy". I want it to buy a tower and everything that goes in it to run games well, omg i feel so stupid right now xD

That is correct :) Is the operating system expensive? I got a windows XP cd, and xp worked quite well dispite all. I liked it a lot more than vista.

You don't want windows XP for gaming, trust me. It lacks a lot of newer features, but most importantly, it can't do anything above DirectX 9. (we're on 11 now)

You can get an OEM copy of Windows 7 home premium x64 for $100, or a copy of Windows 7 pro for $65 if you're a currently-enrolled college student.

We had a lot of good years... sniff...

It's pretty easy to build. Basically everything fits in the case one way and in one place, including the wires/cables. If you havn't done it b4 it would probly take 2-3 hrs to have it up and running. You also get the sence of satisfaction and bragging rights :).

The names of everything inside the tower is np. The recommendations will be item specific. You don't have to know much about specifics. There are those here that have done all the research already.

A recommendation... .
A solid state drive (ssd) for Windows & most used programs/and your favorite games that you'll be playing for some time yet. It's very fast at loading(and downloading)whatever you put on it and makes the whole Windows computing experience snappier. It won't give more fps in games(a few may benifit slightly)but they will load really fast. I wouldn't recommend frequent install/uninstall to it, so just what will be used for some time yet. You'll want Intel for the processor/motherboard. Others can recommend which ones.

Samsung F3 is the preferred hdd right now. Western Digital Black is very good also.The F3 is slightly faster in some benches. The hdd is where all the storage would go and other infrequently used programs also.

Gskill is good branded memory and usually 4gb will be enough. I prefere a little more w/ssd use so I can manage pagefile.sys in Windows to lesson the writes done by the sdd.

For optical drive(s)(cd/dvd) Samsung/Asus/ most major brands. Blue-Ray drive if do that.

If you wanted, you could list a couple cases you like so you could make sure they will work well with your system.
