Side fan advice- cooling a graphics card

So I bought a new graphics card and it lets out LOTS of air (tuned the fan all the way up). The fan on the card is flipped upside down, so all the hot air is being blown downward. I also have a psu on the bottom that sucks out the air from the bottom. So I was wondering, should I make it so the side fan blows air into the case, or suck out all the hot air the card is making? Thanks a lot in advance.
 
Alright um, you didn't make much sense in grammar terms, but I will try.

When you talk about your graphics card is upside down, do you mean that the fan is on the bottom? Because that's how it's supposed to be, it sucks air from the bottom and pushes it onto the GPU. The PSU, is the fan on top of it or under it? If it's on top then that's how it should be when the PSU is on the bottom, if the fan is on the bottom then I recommend turning it the other way (some might disagree but I have been doing this stuff for a long time, I was literally born into computers). You should also have a fan at the back (kinda next to the CPU) which sucks air from the inside of the case and blows out (exhaust fan). Now the side fan you should have blow into the case, maybe just above the graphics card depending where it is, or so have the fan is on either side.

Hope this help, even just a bit and tell me if I have anything wrong i.e. where the graphics card is and such.
 
Blowing cool air inside to the GPU is always better.

Agreed, I recently added a fan in the top panel of my case with the reasoning being that is where the most heat accumulates and set it to exhaust air out. After seeing practically no change in temps I reversed it to blow cool air in on the top of the GPU and saw a 5C drop in temps. Big difference.
 
It's my first card with a fan attached. I thought they all came with the fan ontop, lol. The PSU is on the bottom, with the PSU fan facing upward, and it sucks the hot air out. Can't the PSU act like an exhaust?

add another vote to "blow cool air in".

both are important, but i generally suggest blowing cooler air in from outside for front and side fans. you want a sort of circulation going. fans blowing cold air in from the front and sides. then rear and top fans pulling the hot air out.
