Simple build to open Outlook and Paperport software quickly in XP

I need advice as to the most inexpensive components to use to build a Window XP business computer that will run the two applications that I use daily. The reason I don't like my current computer is because when I go to open up my Outlook email software it takes about 20 seconds to open. Also, I use Paperport to organize all my paperwork and when a file folder has a large number of scans in it it takes about 20 seconds to open. I also need to be able to get on the Internet. I do subscribe to Roadrunner/Brighthouse for this and have the 20mb speed version. I would also like certain webpages to open faster but I was told by someone that the computer componnts have nothing to do with that, that it is the service that you get from Roadrunner.

Please note: I need to stay with XP.

Also, keep in mind you are talking to a novice so please explain in detail.

Use some cash for a SSD (Solid State Drive), that's probably the only thing you have to spend some extra cash on.
 
Thanks Gamer, so are you saying stay with my current system and just change out the hard drive? Thank you for your time.
 
An ssd is the single best upgrade.
A fresh install of the os/other sotware going to the ssd,,, from disc is advisable for ssd's. All other data/infrequent programs, would be backed up/reinstalled to hdd.
you can speed up web browsers by writting the cash/temp files to memory,if they have that option, or to a ram disc.
