Simple Low-Cost Desktop Upgrade Help

I built a PC back in 2009 with the specs below -

AM2/AM2+ Motherboard (I've lost the documentation on it)
AMD 9950 2.6 ghz quad
ATI 4850 512mb
4 gb Ram (i believe its 1200 mhz, could be as low as 800 mhz)
650W Corsair PSU (I believe its between 40-50 Amps)
320 gb 7200 RPM Western Digital OS HDD (For Games and Programs)
1 TB 5400 RPM Western Digital Green Series HDD (For Video and Work/School Files)

It was my first build and I would def change things going back to it but I feel i've earned enough money this summer to tweak it a bit.

My first question would be do most, if not all, am2+ motherboards support AM3 chips? I think i remember seeing that somewhere last summer when I was considering buying a 955.

The proposed upgrades (I wast this to be a plug and play upgrade with no re-installation of Windows) are -

AMD 2 X4 3.0ghz 95w Processor (Go for 3.4ghz for $130?)

Total cost ~$250 - I have not limit per say but I'm probably going to build a whole new rig sometime late 2012 - early 2013, so I don't think I want to spend a lot of money.

The biggest thing is that I don't want to have to re-install windows.

i don't think am2/2+ will allow you to use the newer am3 cpu's like those, only older ones if any, but if you get a new board you should get an am3+ so next year you can go bulldozer, or get a lga1155 and an intel i3-2100, will own any amd processor at similar prices, and the's a pretty good gpu.
