Simple website design help

Guys, let me apologize in advance... I'm sure the information I seek can be found by searching and researching, but I'm terribly under the gun here and wanted a place I can ask direct questions in response if need be.

My friend has recently asked me to help create a website for a fundraiser honoring her child she recently lost to SUDC. I am quite adept at Photoshop, I am no stranger to the internet and I have created several websites years ago in HTML. Problem is, I haven't done it in a while! My questions will be pretty simple.

What is my best bet as far as software goes? I intend to register and host through godaddy. I have Frontpage 2002 on my PC. Is this what I should use? Will it be effective in creating the javascript that apparently allows the mouseover functions of the link I provided? Is there something better to use?

Most "serious" web designers don't use front-ends like Frontpage or Dreamweaver, but choose to "hard code" their websites.

You could take the code from the page you linked to, and substitute your own text and graphics, and make other changes as you see fit, using an advanced text editor. I use TextPad for Windows. If you would like, I could perhaps assist you in creating a simple site using this method. I'm no web design guru, but I know enough to make a simple site (see my signature).

The mouseover effect is simple, as seen in this code:

Thanks. I have written HTML in the past. I guess I was under the impression that most web design was done with front end programs. I will consider this as an option.
 
Dream Waver will do the job if you want to do it easier than coding yourself.

There are places you can get it but i will not enclose that here.

There are serial open source programs that do the same thing tho.
