Slow boot windows 7

....Then, this is not a speed contest.
I never understood that race to have the shortest boot time
Neither have I. My boot time is longer than all those quoted. I don't actually sit there and watch the PC start, any more than I stand and watch a kettle boil. I do something else for a few minutes and come back. With Hibernation and Standby available, cold boot is fairly irrelevant imo. We live in a society obsessed with immediate gratification, something the cellphone/mobile PC providers are more than willing to promote.

Being a green drive isnt going to help much. Might as well knock off quite a few seconds just for that. They are better for storage.

I'm considering getting an SSD or 10k RPM HDD but I just wanted to ensure that I have done everything possible to get my rig boot quickly. I don't want to experiment with OC by fear of frying my board or something.

I don't see them running as startups.

When you re-run "Autoruns", click on "Logon" tab.
That's where all startups are listed.

My boot time seems to be fluctuating quite a bit.
