Slow internet help needed!

Hi, i have had slow internet for awhile around 480Kbps and i am wondering why it is so slow. Bt broadband speed checker which allows you to search by postcode and phone number shows that the houses around can get 3.5Mbps but mine only 0.5 i know its not particulary accurate but still it kind of shows theres something up with mine. After pestering bt for awhile it went up to 1.6Mbps but its come down since. At around 1 in the morning i get 800Kbps but thats about it. Any help would be great. :D
 
They just redirect me to india where i get some clueless person who i can hardly understand telling me to relocate my router and unplug it for a while.
 
What usually helps me with internet issues are the following:

Turn off the modem
Turn off any routers, switches, hubs, access points, etc.
Do a repair on the network adapter to clear all stored cache and renew DHCP
Plug the modem back in and wait for it to start up
Turn on all other network devices that were turned off

Again, since I'm wired in I don't have to worry about wireless problems, but sometimes I need to do this if the internet starts to go slow after several weeks.
