I have 3 fans connected on my board, 1 for the casing, powersupply and the processor. i can observe my proccessor fan is slower, which gave 39 degrees on normal operations. is this normal?

39 is a normal temp...espesially with only 3 fans total that's nothing to get worried about, however if you are conserned i suggest getting a very good cpu fan...dont skip on the cash here if you want too see the temp drop to nice 25c. but also dont forget about your set up, just like starman said, it does depend on ur mobo settings. i do recomend checking your cpu fan RPM and make sure that it;s adding up to what yor are seeing
