Smart device question

Is there a smart device available capable of sending text messages using voice commands and read any incoming text messages using voice? I need this for my elderly mother who has trouble using her android phone.

I read that the Amazon Echo Dot might be capable of doing this but IDK. I want to find out before I order the device?

Seems like one for Google Assistant, an Android app
