Smooth Scrolling - HELP

So I had to reinstall windows along with everything on my computer. I have no idea where it all went or if its just been covered or what, but thats another question. Anyways so I downloaded firefox of course, and when I scroll theres something like an invisible bar that covers up the old page with the new one, loading bar. Well of course it does this for loading about every 2 seconds of scrolling, and its annoying. So I went to firefox tools-options-advanced- and I checked smooth scrolling along with every combination of auto and smooth scrolling. Nothings worked, how can I get my smooth scrolling back?

Right Click on the Desktop>Properties>Settings>Advanced>Trouble Shoot.
(May very on different PCs).

Then put the hardware acceleration down to none.
