It's included with windows 10.

Its called Snip & Sketch now. The old Snipping Tool got retired. Just press the windows button and type "Snip & Sketch".

Snagit is a pretty good third party one as well.

You can press Win + Shift + s to invoke Snip & Sketch without bringing it up first.
