so how do you remove thermal paste?

so I've bought an arctic cooler freezer 7 pro and AS 5 thermal compound, asked someone to install them on my computer with E8400 and i am not too impressed with the results.

Core temps are 43~44 C idle and i was expecting lower than that :P

Anyway, I'm thinking I might re-apply the thermal paste and re-install the fan+heatsink but I want to know what's the proper way to remove the thermal paste?( the person who installed those stuff for me did not fully clean the paste before applying AS5 and i think he put too much)

I am unwilling to spend money on those AS 1 or 2 whatever thermal paste remover.

I've done some research and people are suggesting cleaning with isopropyl alcohol which i could buy in pharmacy, however, they are selling 2 kinds of them, 75% and 99% so I'm wondering which one is better for such purpose? and what kind of cloth should I use?

I often simply use a tissue and my finger...

you could also use IPA, but you probably dont need it, unless you've got the silver stuff, and its been spread places it shouldnt be :p

you only need a tiny amount, more isn't more.
 
Either one is strong enough to get that stuff off. I use 70%, and it works just fine (it's just diluted with water anyway). As long as it dries before installing--which is assured because it dries super fast--it's fine.
 
I usually just use some non-fuzzy cloth ad some gentle rubbing. I only use alcohol when the stuff is really dried and caked on.
