So why can I only get speeds this fast?

The fastest speed my ISP claims my household can Have is 1.5Mbps.

While my neighbors have freakin 20Mbps... -.-

I took speedtests from my ISP and here are the results:

Test 1
Download Speed: 1.93 Mbps (0.2 MB/sec transfer rate)
Upload Speed: 0.732 Mbps (0.1 MB/sec transfer rate)
The closest server located in Minneapolis, MN performed this test with a latency of 50 milliseconds.
Test Date: Saturday, October 09, 2010 12:04:18 AM

Test 2
Download Speed: 1.696 Mbps (0.2 MB/sec transfer rate)
Upload Speed: 0.715 Mbps (0.1 MB/sec transfer rate)
The closest server located in Minneapolis, MN performed this test with a latency of 50 milliseconds.
Test Date: Saturday, October 09, 2010 12:05:54 AM

Test 3
Download Speed: 1.689 Mbps (0.2 MB/sec transfer rate)
Upload Speed: 0.714 Mbps (0.1 MB/sec transfer rate)
The closest server located in Minneapolis, MN performed this test with a latency of 48 milliseconds.

And these are a little faster than What I'm Actually downloading/uploading at...
 
Well ask why you can only get 1.5mbps (I actually have that speed... i need to get 8mbps again!) and your neighbours can get 20mbps.

Oh and once the test complete you can copy a forum code for an image so you don't have to type your results :)

There was no forum code, sorry. The results were in text, not a picture :P

Who is your ISP BTW?

I'm in Australia, my ISP is TPG though. if you click 'copy forum link' and paste it into a post it appears like this:
