Software for Building a Knowledge Base

Does anyone know of a Freeware License software that can be used for storing any Knowledge Base in it? Our company would like to store it's solved issue into a complete Knowledge Base so that when the problem occurs again, they can relate to it and see the solution for it.

Then, at the end of the day they would have a complete database of questions and answers to common problems. It would also be ideal if a new employee joins the company and it's a point they can start from to learn about.

OneNote (it's free). Not just for taking notes, can also be used for a Knowledge Base that can be shared among peers.

At one of my last jobs we just threw up an instance of MediaWiki as an internal resource for our NOC.
