software to create high quality rpg's

Hey,

i am just wondering if there is any software out there that can create a "seamless" world rpg, similiar to WoW in quality and what you can do with it and such. I have tried realm crafter, but find it to be a bit laggY, (AND TRUST ME, ITS NOT MY COMPUTER). is there a better rpg creating software out there for around 150$ and under?
