When i first built my rig the CPU would idle at 0 - 2% and did that for a while. Lately however, it idles at 9 - 10% and I found the offender in task manager, its Service Host: Network Service. it's using 9% or so by itself. One of my i9-9900k's cores is at 30%, another at 20%, they rest are idling. This is nuts!
