Sony DW-D22A burner speeds

ita a dual format dual layer dvd burner. ive flashed it with BYS3 bios, the drivers are fom 7/1/2001, and im using nero6.6.0.16

this is the first time ive bout 16x dvd-r, tdk, but nero express says that the ma writing speed is still 8x how can i fix this

edit: i switched to nero 7.0.8.2 and it still wont do 16x

Sounds as though you've done everything to get your drive up to date (assuming firmware update is the latest). There could be a few other reasons for not having 16x available.

Media mis-represented by manufacturer (unlikely with genuine TDK disks)

Burner/media combo will not work at 16x. Try other media and/or burn your TDK at 8x. Nero does an "Optimum Power Calibration" on the inside area of the dvd prior to burning to determine laser power setting. If Nero thinks the burner cannot burn properly at 16x it will limit burn speed.

It's not the best idea to burn at max speed anyway. High quality disks (or brands that happen to suit your burner) may work ok if you are really in that much of a hurry. A lot of people burn at half max speed. When using a new brand of disk you should run Scan Disc at least for the first few disks after burning. Nero StartSmart / Nero Toolkit / CD-DVD Drive Speed / Scan Disc.
