Sound effect to text tone

Is it possible for me to take a sound effect from a game, in this case from Empire Earth (We are under attack! sound effect) and turn it into a text tone? Is there a website that can do that?

What kind of phone do you have? If it's an Android phone, just connect it to your PC and dump the audio file into the Notifications folder.
