speed fan and what temp is what

just built a new comp

gig ds3 mobo
e6600 proc
4X1gig 800mhz gold ocz ram in dual chann
250 sata hd
dvd burn
500psu
zelman 9700 cpu fan with as5 paste



my temps at idle are 38 and 27. now in my system bios it says my cpu is the lower and the "system" temp is the higher one. what is "system" temp and how do i get it lower.
 
Mines at 13.5C idle.

I have taken pictures in the bios too.

Why the temp soo low? my case have good air flow.

And its 0C Where i live at (32 degrees Fahrenheit)

well im in central ontario canada so i doubt outside temps have anything to do with it. My cpu fan is not turning very much (auto settings) so im not too worried about that. But the system temp is what im am worried about. is that reading ram temps or something??
