speedstep

I have a C2DE6600 on an Asus p5be. My problem is my cpu is running at 1692.06 MHz, when I load it up it goes up to 2440.42. This is because of EIST or the Speedstep option of the Mobo and CPU. I went into the Bios and disabled Speedstep, but it still works. I think it is set into the CPU. is there any way to get into a cpu control panel or anyway to make changes to the cpu settings other than the bios?
 
updated bios

i was running an older version (0601) bios so i flashed it to version 1002, newest version for my p5be and the problem still exists. I have gone into bios and disabled it numerous times all to no avail. So i just went in and enabled speedstep and hoped maybe some weird forces were reversed or something but alas speedstep is still working, though now it is enabled and i will disable it shortly. no way to get into the c2d settings?
