AMD Athlon 3800+
1 Gig ram
Radeon eXpress 200

Does it happen at any resolution and refresh rate? Do you have a fan near the monitor?

ok here are my findings

60Hz - Very Small rippley zig zags
70Hz - Fairly large compared to the 60hz
75Hz - Medium Sized

800x600 - Very LARGY, like the lines are waving
they shink as you go up in resolution, but some resolutions are more noticable.

the best explanation i can give of them is like the screen of a oscilloscope, but verticle. also, rember it Very small. except for 800x600 so like almost vibrating, but it reminds me of a oscillioscope.... the computer is on a battery backup and surge protector... and ive degaussed

oh, and no fan... cept the laptop is 2.5 inches below the monitor.... but moving it doesnt help

odd. i've never seen this problem on a CRT. LCD's usually have this problem. Do you have an old monitor? If you can, try switching the monitor and see if it fixes the problem. Also, if your monitor has one, use the "Reset" or "Reset to Factory Defaults" button. If this is a round tube CRT, sometimes trying to increase the vertical and horizontal sizes all the way until the black border is gone will mess with image clarity and cause "vibrating" lines. Try shrinking your monitor screen size a bit.

It might be some kind of interference. Try to unplug all your electric appliances in your room and see what happens. Also plug the monitor in another outlet.
