Transform and lighting is a term used in computer graphics, generally used in the context of hardware acceleration (Hardware T&L). Transform refers to the task of converting spatial coordinates, which in this case involves moving three-dimensional objects in a virtual world and converting the coordinates to a two-dimensional view. Lighting refers to the task of taking light objects in a virtual scene, and calculating the resulting colour of surrounding objects as the light falls upon them.

As you can see from wikpedia that refers to graphics acceleration. You can imagine that a PCI-Express 16x/8x video card would do a better job at times then an AGP 8x/4x model. The newer cards are designed to offer support and performance for even more intense graphics requirements as seen in 3D gaming.
 
The answer is probably yes and no :P I don't know if it actually does support it, but the Xpress chipset isn't exactly the most powerful GPU around... Maybe one day I can remove my 6200 and try the Xpress in my system. I beleive it's the Xpress 200...
 
You will probably find that the OS rather then the hardware may be the difference with that depending on which OSs a program with it runs on. While XP has some degree of "run this program in compatibility for:" with a selection box under that when right clicking on a desktop shortcut(icon), many older Fat32 pc games and other softwares are not supported on NTFS type partitions with either Windows 2000 or XP.
